Bakit Sumilao?
After another extra-riced dinner, I think it's nice to talk about.. the Sumilao farmers.

Bakit nga ba parang walang tibak formation na nakikiisa sa plight ng mga magsasaka? E di ba sentral ang isyu ng lupa sa mga tibak. Tuwing may rally, tatlong bagay ang gusto nilang ibagsak: imperyalismo, byurukata-kapitalismo, at, syempre pa, pyudalismo (may pang-apat pala, Glorya-lismo, pero ito ay babagsak naman talaga). Isa raw sa mga dahilan kung bakit nanatiling backward ang Pilipinas. So bakit Ateneans ang kasangga ng mga farmers? (Hello, Hacienda Luisita, Aquinos, Cojuancos)

Kasi hindi naniniwala ang mga tibak sa Comprehensive Agrarian Reform Program na sinasandigan ng mga farmers. Una, kanino bang termino naipasa ang enabling law nito (Comprehensive Agrarian Reform Law of 1988)? Kay Corazon Aquino. Anong nangyari sa Hacienda Luisita? Sa halip na ipamahagi ang lupa, nagresort sa Stock Distribution, namahagi ng stocks, hindi lupa. Hindi lang yan, pinatay ang mga lider ng unyon na nasa picketline.

Kung batas at batas din lamang, nasa San Miguel ang batas. Sa ilalim ng CARP, may karapatan ang panginoong maylupa o kompanya na i-convert ang use ng lupa mula agrikultural sa kung anuman nila naisin. Pwedeng agro-industriyal (na ginagawa ng San Miguel), pwedeng residensyal, pwedeng industriyal. Pag ganito ang nangyari at hindi na pwedeng sakahin ang lupa, wala nang habol ang mga magsasaka. Hindi lang yan, kahit naipamigay na ang lupa, pag na-aprubahan ang conversion, maaari pa rin itong bawiin.

Bakit ba may mga butas ang batas? Kasi sa pinakasimula pa lamang, may intensyon na agad na paboran ang iilan. Magiting kung sa magiting ang ginawa ng mga magsasaka pero ang ibig sabihin ba nito ay kailangan pang maglakad ng milya milya para lang pansinin sila ng tao?

Good insight. I don't dare discuss this topic in my blog kasi I'm not all that well-versed in the law, pero I do know enough about the law to formulate an opinion that one of the most loopy law we have is the CARP.

Kasunod dun ang "Pagbabawal ng Paghuli sa Isdang Cornupeai Denaii tuwing Buwan ng Nobyembre hanggang Pebrero", na theoretically ay isang magandang step towards wildlife conservation, pero, hello, paano ipapatupad to di ba, tsaka kung mangingisda ka, maglalagay ka ba ng sign na "No To Cornupeai Denaii" sa lambat mo? Weirdness.

haha parang ang absurdo naman ng batas na 'to. :D hay. kung may magandang batas nga, di na naipapatupad, pano pa pag loopy ang batas. :D

lol kaya you don't really expect cory to approve a law na i-compromise ang sarili nyang ari-arian. unless miraculously naging uso na ang selflessness sa gobyerno.

sobra!!!! nakakainis, as in nafrontpage pa support ng ateneo sa sumilao! and ako: "puke! asan ang UP?!" Hay nako. kailangan na talaga i-revitalize ang activist movement sa UP. and im not only talking about the left.

naku. maliban sa pula, parang hindi kasi developed at medyo hilaw (may pagka-huwad) yung ibang porma ng 'aktibismo' sa up. kung parties lang, eleksyon lang lumilitaw at medyo malabnaw kasi ang principles nila sa mga issues. pro-tuition hike pa nga. pero aktibista daw.

ayun nga. not to defend the tibaks. pero kasi medyo nadaan kasi sa melodrama ng mga event, that they fail to see na symptomatic lang ito ng bigger problem ng kawalan ng lupa. dapat tinutukoy ang pinaka-ugat ng problema. :D

The problem is not the CARP, the law is what is faulted. Remember that most of our legislators are landlords. They own vast lands in the countryside which are being tilled by poor farmers. They will insert "loopholes" in laws that would adversely affect them. Those who crafted the CARP never intended it to be opened to big business.

So to protect their interests, they allowed big business to enter and convert CARP-covered lands to agri-business complexes. The intention of the CARP is not pure equality but social equity. It was created to give small farmers an equal opportunity to progress socially. The CARP was intended to address social justice. At present, more than 80% of lands distributed to ARBs are government lands, the remainder are privately owned and are still being contested in the courts.
